Rabies Serological Test Submission Guidelines

Introduction

The rabies serological test provided by our laboratory is strictly for the testing samples from dogs, cats and ferrets.

Applicants should read the quarantine regulations in advance and verified that the destination country (or region) accepts the test report issued by VRI before applying for the testing services.

Submission procedure

  1. The submission form can be downloaded from: Rabies Serological Certificate and Submission Form V5
  2. This submission form can be completed by hand (do not use pencil or erasable pen) or by filling it out electronically in English, or both in English and Chinese. Please note that incomplete submission forms will result in a delay in testing.
  3. The complete submission form has to be a hard copy and be co-signed by the veterinarian who also consulted on and collaborated with the sample collection to warrant the accuracy of all of the information on the submission form.

  5. Samples and submission form will not be returned under any condition.

Sample Storage and Transportation

  1. A minimum of 1 mL of serum is required for testing. The serum sample should be clear and yellow in appearance, and each serum sample must be clearly labeled with the animal's microchip number.
  2. Serum samples should be transported and stored under refrigerated conditions at 4-8°C. For long-term storage (more than 2 days), samples may be kept frozen.
  3. After the sample has been shipped, the electronic file of the submission form and payment receipt should be sent to the following email address: rabies@mail.nvri.gov.tw . The subject line of the email must contain the applicant's name.

Payment Information

  1. The payment for each sample is 5,000 NTD. The payment should be remitted to VRI bank account within 7 days before the sample is submitted.

Payment reference number: 16 + contact phone number (either a landline or mobile phone number is acceptable). Example: 16 + area code + landline number or 16 + mobile phone number. Do not include hyphens or spaces. Including "16," a total of up to 12 digits can be entered.

  1. Go to VRI and pay in cash.

Submission Review and Acceptance

  1. Submissions will be reviewed in accordance with the laboratory's acceptance criteria to verify that the submission form has been completed correctly and that the submitted samples meet all specified requirements. Based on this review, VRI will determine whether the submission can be accepted for testing.
  2. If a submission does not meet the acceptance requirements, VRI will contact the applicant using the telephone number or email provided in the submission form to request the necessary corrections.
  3. The applicant must complete all required document corrections and/or resubmit samples within 30 calendar days beginning on the day after receipt of the notification requesting document correction and/or sample resubmission.
  4. Rejection of the submission resulting from unsuccessful contact with the applicant or failure to complete the required corrections or sample resubmission within the specified period shall be the applicant's responsibility.
  5. Once the submission has been reviewed and accepted, VRI will notify the applicant by email.

Turnaround time

  1. The turnaround time for testing and certificate issuance is 14 business days, beginning on the day after the VRI confirms acceptance of the submission.
  2. For submissions that do not initially meet the acceptance criteria, applicants must complete the required document corrections and/or resubmit samples within the specified period. In such cases, the 14-business-day processing period will begin on the day after VRI confirms that all required corrections have been completed.
  3. VRI does not accept expedited requests. The applicants are advised to arrange sample submission well in advance.

Receiving the Rabies Serological Certificate

The official Rabies Serological Certificate is sent to the address on the form or a domestic address that the applicant has specified by registered mail. A copy of the Certificate will also be sent to the applicant via email.

Other Important Notes

  1. The acceptance criteria include both a complete and accurately completed submission form and samples that meet the specified requirements.
  2. VRI will not refund the payment for test if the cause of refused cases due to the applicant and the applicant refuse to provide supplemented document or send required sample.
  3. VRI will refuse to test if any contravention of above statements.
  4. Once a set of samples is accepted and processed, all tests are considered as complete regardless of whether the test results meet the 0.5 IU/ml threshold. A certificate will be issued to the concluded submission, while no re-testing will be allowed for submissions that fail the test. The applicant must submit a new sample to start the application process again.
  5. Upon receipt of a submission, VRI will regard the applicant as having agreed that neither the submitted documents nor the samples will be returned, regardless of whether the submission is accepted.
  6. Violation of quarantine regulations during the submission process will be dealt with in accordance with specific quarantine regulations and other relevant regulations.

Reissue of the Rabies Serological Certificate

  1. Reissue fees: 300 NTD. The payment should be remitted to the VRI bank account within 7 days before the application is submitted.
  2. A submission form will be completed again by hand or filling it out electronically. Please check the box for "Reissue" and fill in the original certificate number provided on the original certificate or emailed copy
  3. The veterinarian and applicant must sign the completed submission form after confirming all information on the submission form is correct.
  4. A completed submission form, reissue declaration form, original certificate/ certificate copy should be sent to:

  1. The electronic files of the submission form and payment receipt should be sent to the email address: rabies@mail.nvri.gov.tw . The subject line of the email must contain the applicant's name.

Refund

  1. If the applicant requests cancellation of a testing submission before VRI receives the submission, or within two (2) business days beginning on the day after VRI accepts the submission, the applicant may apply for a refund of the payment for testing. If cancellation is requested more than two (2) business days after the date of acceptance, VRI will NOT refund the payment for testing, as the submission will have already entered the testing process.
  2. If a submission does not meet the acceptance requirements, VRI will contact the applicant to correct the required documents and/or resubmit the specimen. The applicant must complete all required document corrections and/or resubmit samples within 30 calendar days beginning on the day after receipt of the notification. If the applicant fails to complete the required correction or specimen resubmission within the specified period, VRI will reject the submission. Before the submission is accepted, the applicant may, within the above specified period, apply to cancel the testing submission and request a refund of the payment for testing.
  3. Payment for testing will not be refunded if the reason for rejected cases is attributed to the applicant and the applicant's failure to complete all required document corrections and/or resubmit samples within 30 calendar days beginning on the day after receipt of the notification.
  4. For overpayments of testing or certificate reissuance fees, or to request a refund, the applicant must complete a refund application form and submit it together with the relevant documents to VRI. Approved refunds will be remitted to the bank account designated by the applicant.
